Recently, a lot of cars with foreign registration have appeared on Ukrainian roads. Mostly Polish, Czech, Latvian, Lithuanian. Previously, their number corresponded to the number of non-residents in Ukraine. Moreover, cars with foreign license plates are more and more often involved in road accidents.

Thousands of cars are illegally imported into Ukraine every month. At the border crossing they forge documents or register temporary importation. After that, vehicles with foreign license plates are sold to Ukrainians who "fall for low prices". Customs officers fine the owners of an unregistered car or confiscate the vehicle, experts say.

The National Police together with the Customs Service have launched joint raids to detect and confiscate cars illegally imported into Ukraine.

At the request of the Ukrainian side, Lithuanian colleagues have launched an investigation into the legality of importing and using vehicles registered in Lithuania on the territory of Ukraine. As of November 1, there were more than 59,000 vehicles with Lithuanian registration on the customs territory of Ukraine, the lion's share of which - 44,600 - were imported under the temporary import regime.

The Cabinet of Ministers of Ukraine has already submitted to the Verkhovna Rada draft law No. 7286 of 14.11.2017 "On Amendments to Certain Legislative Acts of Ukraine on Strengthening Liability for Certain Offenses in the Field of Road Traffic Safety".

The new draft law prohibits the transfer of the right to drive a car with Euro license plates that is imported into Ukraine

The State Fiscal Service claims that there have been an increased number of attempts to import luxury cars with a declared value much lower than the actual amount. Customs has prepared illustrative examples of such attempts.

On 23 November, Ukrainian President Petro Poroshenko signed bills No 8487 and 8488, which prescribe new excise taxes for cars and fines for drivers who continue to drive on Euro license plates. The president noted that these laws had become "a difficult compromise between the state and actual car owners"
